Mr. Wagner has extensive experience in public law matters, including the financing of public projects, public procurements and construction matters.
In addition to his public/governmental law work, Mr. Wagner helps clients in structuring and closing all types of complex financial transactions. He has significant experience working with lenders and borrowers using federal and state loan guaranty programs, including programs through the United States Departments of Agriculture, Housing and Urban Development (HUD) and the Small Business Administration (SBA). Mr. Wagner also represents clients in all types of affordable housing development.
Since the passage of the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) and the Paycheck Protection Program and Health Care Enhancement Act, Mr. Wagner has provided invaluable guidance to clients in search of relief and assistance through the Paycheck Protection Program (PPP), the Economic Injury Disaster Loan (EIDL) Program and the Main Street Lending Program. He counsels clients on eligibility, including size determinations and affiliation rules, forgiveness and compliance.
Mr. Wagner's experience has allowed him to develop an understanding of the organizational and practical considerations necessary to the achievement of a successful and timely result in all types of large and complex projects.
