Alex counsels airlines, airports, business aviation operators, and travel industry stakeholders on a broad range of regulatory, transactional, and enforcement matters. He has significant experience with the U.S. Department of Transportation (DOT), Federal Aviation Administration (FAA), Department of Homeland Security (DHS), Transportation Security Administration (TSA), Customs and Border Protection (CBP), and Department of State (DOS).

Alex has guided the start-up of both U.S. and foreign airlines across Australia, Europe, Africa, Latin America, the Middle East, and Asia. He assists carriers in obtaining DOT economic authority, FAA operations specifications and technical approvals, TSA security program approvals, and CBP authorizations, including customs bonds, landing rights, and Visa Waiver Signatory status. He also advises clients on issues under bilateral aviation agreements and international treaties.

Alex also represents clients on aircraft transactions, including purchases, sales, operating and finance leases, aircraft lease financings, and acquisitions of FAA certificate holders.

He also regularly advises airlines on competition, enforcement, and fitness matters, providing day-to-day regulatory compliance, participation in key rulemakings, legislative developments, and international route authority. He has represented clients in FAA, DOT, TSA, and CBP enforcement actions, successfully avoiding and significantly reducing agency fines and penalties, and addressing complex logistical and security issues affecting the cross-border movement of passengers and cargo.

  • Advised on the start-up of foreign passenger airlines from Senegal, Jordan, Israel, Kenya, Australia, and Latvia.

  • Assisted in the launch of foreign cargo airlines from Belgium, Malta, and Israel.

  • Structured Part 380 Public Charter operations for multiple travel companies conducting flights worldwide, including Europe, the Middle East, Asia, and the Caribbean.

  • Represented Fortune 500 companies on regulatory issues involving the use of corporate aircraft fleets by senior executives.

  • Handled the purchase and sale of a multimillion-dollar aircraft, from smaller business jets (e.g., Gulfstreams, Learjets, and Cessnas) to heavy-iron aircraft, including the acquisition of 36 Boeing 767 aircraft from a major U.S. carrier.

  • Negotiated and closed multimillion-dollar aircraft lease financing.

  • Led due diligence reviews for clients acquiring companies holding FAA certificates, including Part 135 (charter), Part 133 (rotorcraft external load), and Part 145 (repair station) certificates.

  • Represented multiple foreign and domestic air carriers, travel companies, and a rail carrier in enforcement proceedings before the DOT, FAA, TSA, and CBP – avoiding monetary penalties and, in several cases, negotiating favorable compliance agreements that avoided onerous obligations.

  • Secured DOT, FAA, and TSA regulatory approvals for several carriers to operate repatriation flights for foreign and domestic passengers during the COVID-19 pandemic.

  • Obtained DOT, FAA, and CBP authorizations for carriers to transport ventilators and critical medical supplies to the U.S. during the pandemic.
