Chris Bomhoff has a successful track record managing and analyzing complex Public Assistance projects in accordance with applicable law, regulation, and policy from an applicant request for funding through arbitration.

Chris assisted FEMA with defense of policy application issues in Public Assistance Program arbitration cases and resolution of Office of Inspector General audits as a FEMA contractor for six years. After leaving FEMA, Chris worked on behalf of Public Assistance applicants to resolve policy issues before they require adjudication by administrative appeal or arbitration. Chris then went to law school where he graduated first in his Evening Division class and now focuses on assisting Public Assistance applicants with regulatory compliance and funding dispute resolution. His experience with and knowledge about FEMA's decision-making process and previous applications of policy contribute to an efficient and targeted approach to solving client policy issues.

  • Led COVID-19 recovery efforts for multiple health systems throughout the country resulting in recovery of over $290 million in Public Assistance grants for COVID-19 costs.

  • Secured a $16 million first appeal decision for a health system by successfully challenging FEMA's COVID-19 duplication of benefits determination. 

  • Won an arbitration that required FEMA to fund $9 million incurred by a hospital system for contract labor required to treat COVID-19 patients.

  • Successfully represented a Florida School Board in arbitration that resulted in FEMA having to apportion an applicant’s insurance proceeds between FEMA eligible property damage and FEMA ineligible business interruption resulting in millions of dollars added back to the applicant’s Hurricane Michael grants.

  • Worked with FEMA to obligate two projects worth over $4 million for a Florida hospital system after the costs had stalled in FEMA review for over two years.

  • Secured an arbitration decision directing FEMA to fund the full replacement of a middle school for $12.5 million following a hurricane.

  • Provided FEMA with policy analysis and eligibility determination recommendations for large and complex requests for Public Assistance disaster relief funding.

  • Assisted FEMA with policy analysis and arbitration hearing support for more than $2.4 billion in successful arbitration defenses.

  • Formulated corrective action plans to resolve and close Office of Inspector General audits.
