Mr. Kaufman advises organ procurement organizations (OPOs), donor hospitals, transplant centers, and tissue banks on regulatory compliance, government oversight, and public policy. His practice spans the intersection of federal health care regulation, investigations, and policy advocacy. He counsels clients on compliance with Centers for Medicare & Medicaid Services (CMS) Conditions for Coverage, Health Resources and Services Administration (HRSA) oversight, and Organ Procurement and Transplantation Network (OPTN) policy requirements, and was part of the team that guided an OPO client through a high-profile congressional hearing, including preparation for testimony before the House Energy and Commerce Committee's Oversight Subcommittee.
In addition to enforcement and investigations, Mr. Kaufman advises OPOs, donor hospitals, transplant centers, and tissue banks on transactional and governance matters, as well as broader public policy issues affecting the organ donation and transplantation system. His work also includes counseling clients on litigation strategy in the federal agency context – helping evaluate when and how to challenge regulatory actions as part of a comprehensive policy and compliance approach.
Mr. Kaufman also advises utility and health care clients in the context of the Federal Emergency Management Agency's (FEMA) disaster recovery programs. He assists these organizations in navigating FEMA and other federal procurement requirements to ensure alignment with federal funding and oversight standards and has experience advising utility clients on risk management regarding wildfires.
During law school, Mr. Kaufman served as a judicial intern for the Honorable Dawn H. Beam of the Supreme Court of Mississippi and as a legal extern for both Mississippi State Hospital and the Mississippi Department of Mental Health.
