Elizabeth Haskins helps companies manage environmental risk and identify environmental and sustainability opportunities. She represents clients in environmental litigation and in regulatory matters before federal and state courts, as well as administrative agencies and commissions. Ms. Haskins also advises clients on environmental compliance and risk, including matters involving the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), Clean Water Act issues, and contaminants of emerging concern (CECs), including per- and polyfluoroalkyl substances (PFAS).

Ms. Haskins counsels clients across a variety of industry sectors, including manufacturing and energy infrastructure, on project development, environmental permitting, and regulatory approvals. She also provides environmental due diligence for real estate transactions, including brownfield redevelopment projects.

Additionally, her experience includes representing clients in matters involving a wide range of environmental, health, and safety (EHS) issues, including Occupational Safety and Health Administration (OSHA) compliance and California Proposition 65 claims.

Ms. Haskins previously served as a trial attorney in the Department of Justice's Civil Division, Federal Programs Branch, where she defended federal agencies in constitutional and administrative law matters, including cases involving the Administrative Procedure Act, employment discrimination, the Affordable Care Act, and tribal contracting issues.

  • Represented clients in environmental regulatory and litigation matters with a focus on Clean Water Act issues, including wetlands, stormwater, riparian buffer, and coastal zone management concerns.

  • Advised manufacturers on product labeling, extended producer responsibility (EPR), and recycling and product stewardship risk and compliance issues.

  • Provided environmental due diligence on transactional matters, including brownfield developments.

  • Advised energy and telecommunications infrastructure clients on environmental compliance issues.

  • Counseled manufacturers on compliance with EHS statutes and regulations, as well as necessary environmental permits for new and existing manufacturing operations.

  • Counseled clients dealing with contaminants of emerging concern (CECs), including PFAS, and defended clients in PFAS-related litigation. 

  • Advised and represented clients on California Proposition 65 (Prop 65) compliance and litigation matters.

  • Represented a transportation company in a multimillion-dollar civil enforcement action brought by a state environmental regulatory agency following a diesel fuel spill.

  • Represented the United States in high‑profile civil litigation in federal district courts, serving as first chair on an extensive docket of cases with stakes in the tens of millions of dollars.
